81 candidates to contest the municipal by-elections of 26 November 2014

The municipal by-elections taking place in the Eastern Cape, Free State, KwaZulu-Natal, Limpopo, Mpumalanga, North West, Northern Cape and the Western Cape on Wednesday, 26 November 2014 will be contested by 81 candidates in 31 wards. These candidates represent 12 parties while two (2) of the candidates are independent. Five wards are uncontested.

Municipal by-elections for both ward and PR candidates will be held in Inkwanca [Molteno] – EC133 and Mooi Mpofana [Mooirivier] – KZN223. In these municipalities voters will receive two ballot papers (one for the ward and one for the PR candidates).

Voters in the five municipalities comprising the Ngaka Modiri Molema District Council will only vote for the 40% proportional representation (PR) in the District Council and will receive just one ballot paper showing the list of political parties contesting a particular council (similar to that of ballot papers in 2014 national and provincial elections). No ward candidates will contest the by-elections in the District Council.

The remainder of the by-elections will be contested by ward candidates only.

Below follows the list of candidates by province/municipality/ward:

In the Eastern Cape, four (4) by-elections will take place. The Inkwanca [Molteno] Municipality – EC133 was dissolved and by-elections will take place in all its wards. The following candidates will be contesting the four ward by-elections:
•  Ward 1  will be contested by Babsie Bacela of the African Independent Congress; Mathwell Mbulelo Jacobs of the African National Congress; Sybil Nobakasa Rhululu of the Congress of the People; and Hazel Nomsitho Mani of the Democratic Alliance. The ward was previously represented by the African National Congress.
•  Ward 2 will be contested by Amelia Kensley of the African Independent Congress; Zolani Prettyboy Bisiwe of the African National Congress; Siphiwe Bisiwe of the Congress of the People; and Lindy Ann Haggard of the Democratic Alliance. The ward was previously represented by the African National Congress.
•  Ward 3 will be contested by Vuyiswa Monica Ndabeni of the African Independent Congress; Lindile Martin Luther Koltana of the African National Congress; Louis Phelibongo Frans of the Congress of the People; and Ntombizandile Matyholo of the Democratic Alliance. The ward was previously represented by the African National Congress.
•  Ward 4 will be contested Michelle Charmaine Pietersen of the African Independent Congress; Gladys Xoliswa Mkhubukeli-Lufele of the African National Congress; Mbulelo Patric Dingani of the Congress of the People; and Nokuzola Theona Tyhala of the Democratic Alliance. The ward was previously represented by the African National Congress.

One (1) by-election will take place in the Free State:
•  Ward 7 in Maluti a Phofung [Qwa-Qwa] Municipality – FS194 will be contested by Matrshidiso Augustina Mofokeng of the African National Congress; Matlali Elizabeth Lebona of the African People’s Convention; Malefetsane Kleinbooi Mokoteli of the Dikwankwetla Party of South Africa; and Tshehla Ishmael Mkhwanazi of the United Residents Front. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.

Five (5) by-elections are scheduled for KwaZulu-Natal. Four of these will take place in Mooi Mpofana [Mooirivier] Municipality – KZN223 and one in Ulundi [Ulundi] Municipality – KZN266. The Mooi Mpofana Municipality was dissolved and by-elections will take place in all its wards. The following candidates will be contesting the four ward by-elections:
•  Ward 1 will be contested by Goodman Sihle Myeza of the African Independent Congress; Xolani Magnificent Duma of the African National Congress; Kenneth Craig Denysschen of the Democratic Alliance; and Khethiwe Ntombizonke Phumzile Ngobese of the National Freedom Party. The ward was previously represented by the African National Congress.
•  Ward 2 will be contested by Snotty Barney Sibisi of the African Independent Congress; Bhekithemba Richard Khumalo of the African National Congress; Nhlalayenza Erasmus Ndlovu of the Democratic Alliance; and Bhekisgcino Jacob Duma of the National Freedom Party. The ward was previously represented by the African National Congress.
•  Ward 3 will be contested by Ntokozo Erick Gcabashe of the African Independent Congress; Sandiswa Godfrey Ndumo of the African National Congress; Swelakhe Shelembe of the Democratic Alliance; Vimani Nicholas Cekwana of the Inkatha Freedom Party; and Thandeka Nontokozo Mzolo of the National Freedom Party. The ward was previously represented by the African National Congress.
•  Ward 4 will be contested by Mboniseni Nowa Mthalane of the African National Congress; Kenneth Craig Denysschen of the Democratic Alliance; Mthembeni Ernest Majola of the Inkatha Freedom Party; and Zodwa Phindile Hlela of the National Freedom Party. The ward was previously represented by the African National Congress.

Ward 19 in the Ulundi Municipality will be contested by Bhekuyise Christopher Sikhakhane of the African National Congress; Nomasonto Agrineth Sithole of the Inkatha Freedom Party; and Mazwi Dunge of the National Freedom Party. The ward was previously represented by the National Freedom Party and became vacant as a result of the resignation of the councillor.

A total of 13 ward by-elections are scheduled for the Mogalakwena [Potgietersrus] Municipality – LIM367 in Limpopo of which two are uncontested. All the wards became vacant as a result of the termination of the councillors’ membership by the party:
•  Ward 4 will be contested by Latela Kenneth Satege of the African National Congress; Lesetja Lucas Molomo of the African People’s Convention; and Dikeledi Grace Mpheroane of the Economic Freedom Fighters. The ward was previously represented by the African National Congress.
•  Ward 7 will be contested by Ntjooa Piet Mokonyane of the African National Congress; and Mokopane Samuel Baloyi of the Economic Freedom Fighters. The ward was previously represented by the African National Congress.
•  Ward 13 is uncontested. Matsobane Samuel Letwaba of the African National Congress is the only candidate. The ward was previously represented by the African National Congress.
•  Ward 15 will be contested by Mpadi Anna Letlhaka of the African National Congress; and Yingwane Jim Ngobeni of the Economic Freedom Fighters. The ward was previously represented by the African National Congress.
•  Ward 16 will be contested by Noria Monne Senyelo of the African National Congress; and Ramokone Mmapula Rabalao of the Economic Freedom Fighters. The ward was previously represented by the African National Congress.
•  Ward 17 is uncontested. Solomon Elvis Seema of the African national Congress is the only candidate. The ward was previously represented by the African National Congress.
•  Ward 18 will be contested by Shimane Abram Sithole of the African National Congress; Mahlaku Merium Motau of the Congress of the People; Khomotso Onicca Moabelo of the Economic Freedom Fighters. The ward was previously represented by the African National Congress.
•  Ward 19 will be contested by Malose Alpheus Ratema of the African National Congress; and Thabitha Mokokobadi Mathobela of the African People’s Convention. The ward was previously represented by the African National Congress.
•  Ward 21 will be contested by Kedibone Andrew Sebele of the African National Congress; Pene Ben Baloyi of the Congress of the People; and Sello Matjeke of the Economic Freedom Fighters. The ward was previously represented by the African National Congress.
•  Ward 23 will be contested by Mokgaetji Onicca Langa of the African National Congress; and Mpho Naka Tjale of the Economic Freedom Fighters. The ward was previously represented by the African National Congress.
•  Ward 24 will be contested by Raesetja Suzan Choga of the African National Congress; Sejabaledi Emily Pohotona of the Congress of the People; Siwisa Levy Kekana of the Economic Freedom Fighters; and Motlatso Selomo of the United Democratic Movement. The ward was previously represented by the African National Congress.
•  Ward 26 will be contested by Senwelo Andrew Debeila of the African National Congress; Madimetja Abel Molekoa of the Azanian People’s Organisation; and Nokuthula Lettie Masenya of the Economic Freedom Fighters. The ward was previously represented by the African National Congress.
•  Ward 28 will be contested by Motjoko Johannes Langa of the African National Congress; Raisibe Agnes Manamela of the African People’s Convention; Kuretse Ressy Kekana of Azanian People’s Organisation; and Ernest Mothiba Lebelo of the Economic Freedom Fighters. The ward was previously represented by the African National Congress.

Three (3) by-elections are scheduled for Mpumalanga of which two are uncontested:
•  Themba Simon Mafuyeka of the African National Congress is the only candidate in Ward 6 in the Mkhondo [Piet Retief] Municipality – MP303. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.
•  In Ward 24 in the Govan Mbeki [Highveld Ridge] Municipality – MP307, Thandi Portia Mtsweni of the African National Congress is the only candidate. The ward was previously represented by the African National Congress and became as a result of the death of the councillor.
•  Ward 3 in the Umjindi [Barberton] Municipality – MP323 will be contested by Bongani Mthunzi Motha, an independent candidate; and Sakhile Prosperity Msibi of the African National Congress. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.

One (1) by-election will take place in the Northern Cape:
•  Ward 6 in the KAI !GARIB [Keimoes] Municipality – NC082 will be contested by Gertruida Oranje, an independent candidate; Willem Niklaas Afrikaner of the African National Congress; and Sophia Susanna Bock of the Congress of the People. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.

Four (4) by-elections are scheduled to take place in the Western Cape of which one is uncontested:
•  Ward 11 in the Theewaterskloof [Caledon] Municipality – WC031 will be contested by Enrico Oosthuizen of the African National Congress; Lydia Sophia Matomela of the Democratic Alliance; and Simbongile Majelo of the United Democratic Movement. The ward was previously represented by the Democratic Alliance and became vacant as a result of the resignation of the councillor.
•  Ward 2 in the Overstrand [Greater Hermanus] Municipality – WC032 will be contested by Juan Lewis of the African National Congress; and Cornelia Adriana De Coning of the Democratic Alliance. The ward was previously represented by the Democratic Alliance and became vacant as a result of the resignation of the councillor.
•  Ward 5 in the Overstrand [Greater Hermanus] Municipality – WC032 will be contested by Sicelo Gxamesi of the African National Congress; and Samuel Khayalethu Nywebeni of the Economic Freedom Fighters. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.
•  Ward 7 in the Overstrand [Greater Hermanus] Municipality – WC032 is uncontested. David Benjamin Botha of the Democratic Alliance is the only candidate. The ward was previously represented by the Democratic Alliance and became vacant as a result of the resignation of the councillor.

Voting stations will be open from 07h00 to 21h00. A total of 493 316 voters are registered in the 633 voting districts where the by-elections will be taking place.
