Municipal ward by-elections will take place in the Eastern Cape, KwaZulu-Natal, Limpopo, Mpumalanga, North West, Northern Cape and Western Cape on Wednesday, 1 April 2015.
A total of 11 wards will be contested – 9 of which were previously represented by the African National Congress and 2 by the Democratic Alliance. 25 candidates will participate in the by-elections, representing 6 political parties and 6 independent candidates. 3 wards are uncontested.
Two by-elections were scheduled to take place in the Eastern Cape. One is uncontested and the other has been withdrawn:
• Ward 2 in the Sakhisizwe [Elliot] Municipality – EC138 is uncontested. Alfred Siyabulela Nxozi of the African National Congress is the only candidate. No by-election will therefore take place. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
The by-election in Ward 21 in the Mhlontlo [Qumbu] Municipality – EC156 was withdrawn by the MEC for the Eastern Cape. No by-election will therefore take place.
Three by-elections were scheduled to take place in KwaZulu-Natal, one of which is uncontested:
• Ward 2 in the Richmond [Richmond] Municipality – KZN227 is uncontested. Welcome Thamsanqa Tshelembe of the African National Congress is the only candidate. No by-election will therefore take place. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
• Ward 6 in the Richmond [Richmond] Municipality – KZN227 will be contested by Jethro Jili of the African National Congress; and Emmanuel Mhlonishwa Njilo of the Inkatha Freedom Party. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
• Ward 10 in the Imbabazane [Loskop] Municipality – KZN236 will be contested by Lungisane Derrick Mnculwane of the African National Congress; Erick Madlala of the Inkatha Freedom Party; and Msetheni Enock Mswane of the National Freedom Party. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.
One by-election each will take place in Limpopo and Mpumalanga:
• Ward 11 in the Maruleng [Hoedspruit] Municipality – LIM335, Limpopo, will be contested by Dikeledi Tears Raganya and Nyanya Johannes Sekgoka, both independent candidates; and Tebogo Daniel Mogale of the African National Congress. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.
• Ward 17 in the Albert Luthuli [Elukwatini/Carolina] Municipality – MP301, Mpumalanga, will be contested by Victor Derrick Mbethe, an independent candidate; and Ryder Mandla Motaung of the African National Congress. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
Two by-elections were scheduled to take place in North West, one of which is uncontested:
• Ward 2 in the Moretele [Makapanstad] Municipality – NW371 will be contested by Ralekwe Paulus Molebaloa, an independent candidate; Johanna Lebogang Moabi of the African Independent Congress; and Onica Mashabane of the African National Congress. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
• Ward 5 in the Moretele [Makapanstad] Municipality – NW371 is uncontested. Salaminah Mmapula Matlou of the African National Congress is the only candidate. No by-election will therefore take place. The ward was previously represented by the African National Congress and became vacant as a result of the termination of the councillor’s membership from the party.
One by-election will take place in the Northern Cape:
• Ward 1 in the KAROO HOOGLAND [Fraserburg] Municipality – NC066 will be contested by Cornelia Gertruida Steenkamp, an independent candidate; Kiewiet Koopman of the African National Congress; Anna Magrieta Januarie of the Congress of the People; and Gerrit Albertus van Wyk of the Democratic Alliance. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
Two by-elections will take place in the Western Cape:
• Ward 72 in the City of Cape Town [Cape Town] Municipality – CPT will be contested by Henry James Ravell Moses of the African National Congress; and Kevin Graham Southgate of the Democratic Alliance. The ward was previously represented by the Democratic Alliance and became vacant as a result of the resignation of the councillor.
• Ward 7 in the Witzenberg [Ceres] Municipality – WC022 will be contested by Petrus Heradien, an independent candidate; Willem Jakobus Kamfer of the African National Congress; and Patric Daniels of the Democratic Alliance. The ward was previously represented by the Democratic Alliance and became vacant as a result of the termination of the councillor’s membership from the party.
Voting stations will be open from 07h00 to 21h00. A total of 54 149 voters were registered in the 53 voting districts where by-elections were scheduled to take place.
