Municipal ward by-elections will take place in the Eastern Cape, KwaZulu-Natal, Limpopo, Mpumalanga, North West and the Western Cape on Wednesday, 22 July 2015.
The by-elections will be contested by 22 candidates in 10 wards. One ward is uncontested. The candidates represent 7 parties and 2 are independent candidates.
One by-election will take place in the Eastern Cape:
• Ward 1 in the Makana [Grahamstown] Municipality – EC104 will be contested by Melikaya Phongolo of the African National Congress; and Carolynn Clark of the Democratic Alliance. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.
Two by-elections will take place in KwaZulu-Natal:
• Ward 12 in the uMshwathi [Wartburg] Municipality – KZN221 will be contested by Sbonelo Justice Luthuli of the African National Congress; and Madoda Africa Mkhize of the Inkatha Freedom Party. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.
• Ward 5 in the Ntambana [Ntambana] Municipality – KZN283 will be contested by Zenzile Mthembu of the African National Congress; Zakheleni Zibuse Xulu of the Inkatha Freedom Party; and Gqokubuhle Patric Ngema of the National Freedom Party. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.
The by-election scheduled for Limpopo is uncontested:
• Mmangwako Jonathan Sekgoloane of the African National Congress is the only candidate in Ward 13 in the Blouberg [Bochum/My Darling] Municipality – LIM351. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.
One by-election will take place in Mpumalanga:
• Ward 2 in the Steve Tshwete [Middelburg] Municipality – MP313, Mpumalanga, will be contested by Themba Godfrey Mahlangu, an independent candidate; and Doctor Stefaans Khanyile of the African National Congress. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
One by-election will take place in North West:
• Ward 9 in the Moretele [Makapanstad] Municipality – NW371, North West, will be contested by Olipha Annah Dube, an independent candidate; and Keneth Maluleka of the African National Congress. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.
Four by-elections will take place in the Western Cape:
• Ward 2 in the Matzikama [Vredendal] Municipality – WC011 will be contested by Dinah Okhuis of the African National Congress; and Peter Graeme Owies of the Democratic Alliance. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.
• Ward 10 in the Langeberg [Robertson] Municipality – WC026 will be contested by Benjamin Fanele of the African National Congress; and Billyboy Xabela of the Economic Freedom Fighters. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
• Ward 9 in the Knysna [Knysna] Municipality – WC048 will be contested by Donovan Mark Charles Pofadder of the African National Congress; Ruth Christians of the Congress of the People; Mark Sydney Willemse of the Democratic Alliance; and Neville Patrick Korkee of the Independent Civic Organisation of South Africa. The ward was previously represented by the Democratic Alliance and became vacant as a result of the resignation of the councillor.
• Ward 10 in the Knysna [Knysna] Municipality – WC048 will be contested by Moyisi Magalela of the African National Congress; and Peter Joseph Myers of the Democratic Alliance. The ward was previously represented by the Democratic Alliance and became vacant as a result of the resignation of the councillor.
Voting stations will be open from 07h00 to 21h00. A total of 35 834 voters are registered in the 38 voting districts where by-elections are scheduled to take place.
