Candidates contesting the municipal by-elections on 6 May 2015

Municipal ward by-elections will take place in the Free State, KwaZulu-Natal, Limpopo, North West and the Western Cape on Wednesday, 6 May 2015. 

The by-elections will be contested by 119 candidates in 27 wards of which one is uncontested. The candidates represent 9 parties and two are independents.

The by-elections include a municipal-wide election in the Mtubatuba [Mtubatuba] Municipality – KZN275 which was dissolved earlier this. Voters in this municipality will receive two ballot papers (one for the ward and one for the PR candidates).

Two by-elections will take place in the Free State:
•   Ward 23 in the Maluti a Phofung [Qwa-Qwa] Municipality – FS194 will be contested by Diphapang Elias Sefatsa of the African National Congress; and Moolman John Selepe of the African People’s Convention. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
•   Ward 7 in the Mantsopa [Ladybrand] Municipality – FS196 will be contested by Abednego Lephallo Kouveldt of the African National Congress; Molefe Edwin Lehasa of the Congress of the People; and Tania Halse of the Democratic Alliance. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.

Twenty one by-elections will take place in KwaZulu-Natal. Nineteen of those will be ward by-elections in the dissolved Mtubatuba [Mtubatuba] Municipality – KZN275. Parties had until 7 April to submit a notice of intention to contest the by-election, their party list and relevant documents and deposits. The ward candidates are:
•   Ward 1: Thembelihle Promise Mkhwanazi of the African Independent Congress; Khosi Innocent Kheswa of the African National Congress; Ernest Robert Mthiyane of the Democratic Alliance; Mondli Cyril Funeka of the Inkatha Freedom Party; and Sinenhlanhla Muzi Ntshangase of the National Freedom Party. The ward was previously represented by the African National Congress.
•   Ward 2: Nomusa Witness Buthelezi of the African Independent Congress; Ngenangani Thomas Gumede of the African National Congress; Siphosethu Francis Mkhwanazi of the Democratic Alliance; Skhumbuzo Trueman Mnguni of the Economic Freedom Fighters; Phumuzile Velile Ntshalintshali of the Inkatha Freedom Party; and Calvin Sabelo Mkhwanazi of the National Freedom Party. The ward was previously represented by the African National Congress.
•   Ward 3: Nomusa Witness Buthelezi of the African Independent Congress; Siyabonga Richman Khumalo of the African National Congress; Moses Mtshingo Jamaica Mbatha of the Democratic Alliance; Mondli Bonginkosi Mthethwa of the Economic Freedom Fighters; Mfiswa Aubrey Thusi of the Inkatha Freedom Party; and Thokozani Sakhile Mlambo of the National Freedom Party. The ward was previously represented by the African National Congress.
•   Ward 4: Thembelihle Promise Mkhwanazi of the African Independent Congress; Elphas Mzikayise Msweli of the African National Congress; Richard Boy Bhekezakhe Mkhwanazi of the Democratic Alliance; Dumsani Lamula of the Economic Freedom Party; and Thengezakhe Timothy Maphanga of the Inkatha Freedom Party. The ward was previously represented by the African National Congress.
•   Ward 5: Sithembile Promise Mncwango of the African Independent Congress; Ndumiso Emmanuel Zuma of the African National Congress; Busisiwe Agrineth Mthethwa of the Democratic Alliance; Freda Wendy Consses of the Inkatha Freedom Party; and S’Nethemba Madoda Ntshangase of the National Freedom Party. The ward was previously represented by the African National Congress.
•   Ward 6: Sithembile Promise Mncwango of the African Independent Congress; Sibusiso Makhani Gumede of the African National Congress; Sithembiso Tornado Mthiyane of the Democratic Alliance; Thandwayinkosi Simon Nxumalo of the Economic Freedom Fighters; Cynthia Tholakele Buthelezi of the Inkatha Freedom Party; and Dumisane Phiwayinkosi Ncube of the National Freedom Party. The ward was previously represented by the African National Congress.
•   Ward 7: Nonkululeko Lihle Nkosi of the African Independent Congress; Mbekiseni Emmanuel Mbatha of the African National Congress; Zandile Phumzile Mahlangu of the Democratic Alliance; and Sibongile Jullie Shezi of the Inkatha Freedom Party. The ward was previously represented by the Inkatha Freedom Party.
•   Ward 8: Nonkululeko Lihle Nkosi of the African Independent Congress; Sibusiso Jetro Khoza of the African National Congress; Richard Bheki Mthembu of the Democratic Alliance; Amos Trevor Mazibuko of the Inkatha Freedom Party; Mandla Lucky Mthethwa of the National Freedom Party. The ward was previously represented by the African National Congress.
•   Ward 9: Nobuhle Terrecia Mkhwanazi of the African Independent Congress; Vuma Vincent Beau Madonsela of the African National Congress; Nompumelelo Queeneth Mdletshe of the Democratic Alliance; Philangenkosi Mfaniseni Mlondo of the Inkatha Freedom Party; and Jabulani Welcome Mnguni of the National Freedom Party. The ward was previously represented by the Inkatha Freedom Party.
•   Ward 10: Nondumiso Nokwanda Gumede of the African Independent Congress; Victor Bongani Ndlazi of the African National Congress; Mvimbeleni Christopher Nxumalo of the Democratic Alliance; Buhle Mzwandile Zungu of the Economic Freedom Fighters; and Blessing Philangenkosi Mthiyane of the Inkatha Freedom Party. The ward was previously represented by the Inkatha Freedom Party.
•   Ward 11: Sibahle Olwethu Mncube of the African Independent Congress; Raymond Hlengwa Mfeka of the African National Congress; Siyabonga Sikhumbuzo Mthembu of the Democratic Alliance; Lizwilenkosi Bhekithemba Nkumbuza of the Economic Freedom Fighters; Zakhele Ernest Nyawo of the Inkatha Freedom Party;  and Zakharia Mahlokohloko Mkwanazi of the National Freedom Party. The ward was previously represented by the Inkatha Freedom Party.
•   Ward 12: Sibahle Olwethu Mncube of the African Independent Congress; Bhekisisa Christopher Gumede of the African National Congress; Samukelisiwe Mtetwa of the Democratic Alliance; Luke Ge Mkhwanazi of the Inkatha Freedom Party; and Siyabonga Sikhumbuzo Mthiyane of the National Freedom Party. The ward was previously represented by the Inkatha Freedom Party.
•   Ward 13: Zandile Smangele Mkhwanazi of the African Independent Congress; S’Busiso Nhlahla S’Biya African National Congress; Sithembiso Tornado Mthiyane of the Democratic Alliance; Thembinkosi Bonginkosi Mkhwanazi of the Inkatha Freedom Party; and Celiwe Sibongile Ntombela of the National Freedom Party. The ward was previously represented by the African National Congress.
•   Ward 14: Zandile Smangele Mkhwanazi of the African Independent Congress; Philangenkosi Robert Jobe of the African National Congress; Richard Boy Bhekezakhe Mkhwanazi of the Democratic Alliance; Senzo Siboniso Mvuyane of the Economic Freedom Fighters; Freedom Thulani Hlatshwayo of the Inkatha Freedom Party; and Swelababo Nason Mazibuko of the National Freedom Party. The ward was previously represented by the African National Congress.
•   Ward 15: Zwakele Goodenough Mhlungu of the African National Congress; Wilson Mboniseni Msweli of the Democratic Alliance; Jabulani Matthew Ntombela of the Inkatha Freedom Party; and Mandla Israel Nkosi of the National Freedom Party. The ward was previously represented by the African National Congress.
•   Ward 16: Thembi Caron Mkhwanazi of the African Independent Congress; Zachariah Mfanzoni Masango of the African National Congress; Ntokozo Dabukani Mbokzi of the Democratic Alliance; Muziwenkosi Zwilenkosi Shobede of the Inkatha Freedom Party; and Gracious Nomusa Mkwanazi of the National Freedom Party. The ward was previously represented by the Inkatha Freedom Party.
•   Ward 17: Thembi Caron Mkhwanazi of the African Independent Congress; Mdumiseni Lucas Mfekayi of the African National Congress; Thuleleni Jabulile Mdletshe of the Democratic Alliance; Mbongiseni Prichard Ndlovu of the Inkatha Freedom Party; and Bheki Michael Nkunzi of the National Freedom Party. The ward was previously represented by the Inkatha Freedom Party.
•   Ward 18: Lindiwe Masisi Mkwanazi of the African Independent Congress; Vusi Mayise of the African National Congress; Senzo Zibuse Shandu of the Democratic Alliance; Sithembiso Mgexo Khumalo of the Inkatha Freedom Party; and Sigoga Caiphus Mkhwanazi of the National Freedom Party. The ward was previously represented by the Inkatha Freedom Party.
•   Ward 19: Lindiwe Masisi Mkwanazi of the African Independent Congress; Samson Mbhekeni Ngubane of the African National Congress; Wiseman Nhlakanipho Nxumalo of the Democratic Alliance; Musawenkosi Qhina Mkwanazi of the Inkatha Freedom Party; and Nqobuzalo Stanley Dlamini of the National Freedom Party. The ward was previously represented by the Inkatha Freedom Party.

The remaining two by-elections in KwaZulu-Natal will take place in the Ingwe [Creighton] and Ubuhlebezwe [Ixopo] Municipalities:
•    Ward 9 in the Ingwe [Creighton] Municipality – KZN431 will be contested by Zamambo Prisca Mkhize of the African National Congress; Zipho Ntshiza of the Inkatha Freedom Party; and Francis Khombokwakhe Khumalo of the National Freedom Party. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
•    Ward 2 in the Ubuhlebezwe [Ixopo] Municipality – KZN434 will be contested by Thembinkosi Ernest Tenza of the African National Congress; and Khethiwe Sokhela of the Inkatha Freedom Party. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor. 

One by-election will take place in Limpopo:
•   Ward 18 in the Greater Tubatse [Burgersfort/Ohrigstad/Eastern Tubatse] Municipality – LIM475 will be contested by Piet Thembisile Mashele, an independent candidate; Themba Jackson Ngwatla of the African National Congress; and Lokie Bacokile Maboyi of the Democratic Alliance. The ward was previously represented by the African National Congress and became vacant as a result of the expulsion of the councillor by the MEC.

The by-election scheduled for the North West is uncontested:
•   Maleseso Vivian Lee is the only candidate in Ward 4 in the Mamusa [Schweizer-Reneke] Municipality – NW393. No by-election will take place. The ward was previously represented by the African National Congress and became vacant as a result of the death of the councillor.

Two by-elections will take place in the Western Cape:
•   Ward 2 in the Langeberg [Robertson] Municipality – WC026 will be contested by Andile Joseph Shibili of the African National Congress; Wiseman Zamikaya Nyamana of the Congress of the People; and Ernest Qhankqiso of the Democratic Alliance. The ward was previously represented by the African National Congress and became vacant as a result of the resignation of the councillor.
•   Ward 7 in the Oudtshoorn [Oudtshoorn] Municipality – WC045 will be contested by Peter Leslie Roberts, an independent candidate; Jeanette Booysen of the African National Congress; Leslie Patrick Orson Wagenaar of the Democratic Alliance; and Joan Carenda Lottering of the Unemployed Peoples Association. The ward was previously represented by the Democratic Alliance and became vacant as a result of the termination of the councillor’s membership from the party.

Voting stations will be open from 07h00 to 21h00. A total of 119 375 voters were registered in the 114 voting districts where by-elections were scheduled to take place.
