The African National Congress retained control of two local councils in the Eastern Cape and Kwazulu-Natal in municipal elections yesterday following the dissolution of the councils last month.
In Inkwanca Municipality in the Eastern Cape, three ward and two PR seats went to the ANC; with one ward seat to the Democratic Alliance and one PR seat to the Congress of the People.
In Mooi Mpofana Municipality in KwaZulu-Natal, the African National Congress won one PR and four ward seats with and one PR seat each to the Democratic Alliance and the Inkatha Freedom Party.
Overall, the ANC won 26 of the 31 wards contested in these municipal and other by-elections held yesterday in what was the largest number of by-elections in a single day of recent years involving over 600 voting stations. The remaining wards were won by the Democratic Alliance (4) and the Inkatha Freedom Party (1).
Voters in the five municipalities of the Ngaka Modiri Molema District Council voted for the 40% proportional representation (PR) in the District Council. Of the 16 seats, 12 went to the African National Congress; and one each to the African Independent Congress, Democratic Alliance, Economic Freedom Fighters and United Christian Democratic Party.
Within 14 days, the five local councils comprising the District Council will elect the remaining 25 councillors which will then complete the process.
The results saw a change of party representation in two (2) wards:
- From the African National Congress to the Democratic Alliance in Ward 2 in the Inkwanca Municipality in the Eastern Cape; and
- From the National Freedom Party to the Inkatha Freedom Party in the Ulundi Municipality in KwaZulu-Natal.
In all other wards the parties retained their representation. Five (5) wards were uncontested.
Voter turnout varied between 65.77% and 17.21% with an average of 37.28%.
Four by-elections took place in the Inkwanca [Molteno] Municipality – EC133 in the Eastern Cape. The new ward councillors are:
• Mathwell Mbulelo Jacobs of the African National Congress in Ward 1. The party retained the seat.
• Lindy Ann Haggard of the Democratic Alliance in Ward 2. The ward was previously represented by the African National Congress.
• Lindile Martin Luther Koltana of the African National Congress in Ward 3. The party retained the seat.
• Gladys Xoliswa Mkhubukeli-Lufele of the African National Congress in Ward 4. The party retained the seat.
The new PR councillors in the Inkwanca Municipality are:
• Andries Nkosini Ncube of the African National Congress;
• Luleka Elizabeth Gubula-Mqingwana; and
• Mbulelo Patric Dingani of the Congress of the People.
One by-election took place in the Free State. The new ward councillor in Ward 7 in Maluti a Phofung [Qwa-Qwa] Municipality – FS194 is Matrshidiso Augustina Mofokeng of the African National Congress. The party retained the seat.
Five by-elections took place in KwaZulu-Natal, four in Mooi Mpofana [Mooirivier] Municipality – KZN223 and one in Ulundi [Ulundi] Municipality – KZN266.
The new ward councillors in the Mooi Mpofana Municipality are:
• Xolani Magnificent Duma of the African National Congress in Ward 1. The party retained the seat.
• Bhekithemba Richard Khumalo of the African National Congress in Ward 2. The party retained the seat.
• Sandiswa Godfrey Ndumo of the African National Congress in Ward 3. The party retained the seat.
• Mboniseni Nowa Mthalane of the African National Congress in Ward 4. The party retained the seat.
The new PR councillors in the Mooi Mpofana Municipality are:
• Thembi Maureen Magubane of the African National Congress;
• Kenneth Craig Denysschen of the Democratic Alliance; and
• Simangele Yvonne Mhlongo of the Inkatha Freedom Party.
The new ward councillor in Ward 19 in the Ulundi Municipality is Nomasonto Agrineth Sithole of the Inkatha Freedom Party. The ward was previously represented by the National Freedom Party.
A total of 13 by-elections were scheduled for the Mogalakwena [Potgietersrus] Municipality – LIM367 in Limpopo of which two were uncontested. The new ward councillors all represent the African National Congress:
• Latela Kenneth Satege in Ward 4. The party retained the seat.
• Ntjooa Piet Mokonyane in Ward 7. The party retained the seat.
• Matsobane Samuel Letwaba in Ward 13 which was uncontested. The party retained the seat.
• Mpadi Anna Letlhaka in Ward 15. The party retained the seat.
• Noria Monne Senyelo in Ward 16. The party retained the seat.
• Solomon Elvis Seema in Ward 17 which was uncontested. The party retained the seat.
• Shimane Abram Sithole in Ward 18. The party retained the seat.
• Malose Alpheus Ratema in Ward 19. The party retained the seat.
• Kedibone Andrew Sebele in Ward 21. The party retained the seat.
• Mokgaetji Onicca Langa in Ward 23. The party retained the seat.
• Raesetja Suzan Choga in Ward 24. The party retained the seat.
• Senwelo Andrew Debeila in Ward 26. The party retained the seat.
• Motjoko Johannes Langa in Ward 28. The party retained the seat.
Three (3) by-elections were scheduled for Mpumalanga of which two were uncontested. The new ward councillors all represent the African National Congress:
• Themba Simon in Ward 6 in the Mkhondo [Piet Retief] Municipality – MP303 which was uncontested. The party retained the seat.
• Thandi Portia Mtsweni in Ward 24 in the Govan Mbeki [Highveld Ridge] Municipality – MP307 which was uncontested. The party retained the seat.
• Sakhile Prosperity Msibi in Ward 3 in the Umjindi [Barberton] Municipality – MP323. The party retained the seat.
One by-election took place in the Northern Cape. The new ward councillor in Ward 6 in the KAI !GARIB [Keimoes] Municipality – NC082 is Willem Niklaas Afrikaner of the African National Congress. The party retained the seat.
Four (4) by-elections were scheduled to take place in the Western Cape of which one was uncontested. The new ward councillors are:
• Lydia Sophia Matomela of the Democratic Alliance in Ward 11 in the Theewaterskloof [Caledon] Municipality – WC031. The party retained the seat.
• Cornelia Adriana De Coning of the Democratic Alliance in Ward 2 in the Overstrand [Greater Hermanus] Municipality – WC032. The party retained the seat.
• Sicelo Gxamesi of the African National Congress in Ward 5 in the Overstrand [Greater Hermanus] Municipality – WC032. The party retained the seat.
• David Benjamin Botha of the Democratic Alliance in Ward 7 in the Overstrand [Greater Hermanus] Municipality – WC032 which was uncontested. The party retained the seat.
