Of the 27 wards contested in by-elections in five provinces yesterday, the African National Congress won 19, the Inkatha Freedom Party won seven and the Democratic Alliance won one ward.
The African National Congress won the largest number of seats in the Mtubatuba [Mtubatuba] Municipality – KZN275, KwaZulu-Natal, in the municipal election held following the dissolution of the council. The African National Congress also won six PR seats and 12 ward seats; the Inkatha Freedom Party won eight PR seats and seven wards seats while the National Freedom Party won two PR seats with one PR seat each being awarded to the African Independent Congress, the Democratic Alliance and the Economic Freedom Fighters.
The Mtubutuba municipal election also saw a change of party representation in four wards with the African National Congress winning in three wards previously held by the Inkatha Freedom Party and the Inkatha Freedom Party winning in one ward previously held by the African National Congress.
Voter turnout in yesterday’s by-elections varied between 60.65% and 25.91% with an average of 48.04%.
The detailed results are presented below.
Free State:
The new councillors in the Free State both represent the African National Congress. They are:
• Diphapang Elias Sefatsa in Ward 23 in the Maluti a Phofung [Qwa-Qwa] Municipality – FS194. The seat was retained by the party with 79.98% of the 1 703 votes cast. Voter turnout was 32.02%.
• Abednego Lephallo Kouveldt in Ward 7 in the Mantsopa [Ladybrand] Municipality – FS196. The seat was retained by the party with 51.19% of the 1 735 votes cast. Voter turnout was 39.49%.
KwaZulu-Natal:
A total of 21 ward by-elections took place in KwaZulu-Natal of which 19 were in Mtubatuba.
The new ward councillors in Mtubatuba are:
• Khosi Innocent Kheswa of the African National Congress in Ward 1. The seat was retained by the party with 61.98% of the 3 951 votes cast. Voter turnout was 39.53%
• Ngenangani Thomas Gumede of the African National Congress in Ward 2. The seat was retained by the party with 51.04% of the 2 529 votes cast. Voter turnout was 44.94%.
• Siyabonga Richman Khumalo of the African National Congress in Ward 3. The seat was retained by the party with 64.40% of the 2 155 votes cast. Voter turnout was 46.27%.
• Elphas Mzikayise Msweli of the African National Congress in Ward 4. The seat was retained by the party with 46.23% of the 5 551 votes cast. Voter turnout was 51.22%.
• Ndumiso Emmanuel Zuma of the African National Congress in Ward 5. The seat was retained by the party with 49.73% of the 3 467 votes cast. Voter turnout was 32.07%.
• Sibusiso Makhani Gumede of the African National Congress in Ward 6. The seat was retained by the party with 53.72% of the 2 820 votes cast. Voter turnout was 44.54%.
• Sibongile Jullie Shezi of the Inkatha Freedom Party in Ward 7. The seat was retained by the party with 68.04% of the 2 086 votes cast. Voter turnout was 56.92%.
• Sibusiso Jetro Khoza of the African National Congress in Ward 8. The seat was retained by the party with 61.01% of the 2 373 votes cast. Voter turnout was 53.51%.
• Vuma Vincent Beau Madonsela of the African National Congress in Ward 9. The party won the seat with 58.08% of the 3 860 votes cast. Voter turnout was 57.12%. This ward was previously represented by the Inkatha Freedom Party.
• Victor Bongani Ndlazi of the African National Congress in Ward 10. The party won the seat with 53.77% of the 2 395 votes cast. Voter turnout was 50.53%. This ward was previously represented by the Inkatha Freedom Party.
• Raymond Hlengwa Mfeka of the African National Congress in Ward 11. The party won the seat with 51.84% of the 4 463 votes cast. Voter turnout was 60.65%. This ward was previously represented by the Inkatha Freedom Party.
• Luke Ge Mkhwanazi of the Inkatha Freedom Party in Ward 12. The seat was retained by the party with 48.78% of the 4 756 votes cast. Voter turnout was 59.34%.
• S’Busiso Nhlahla S’Biya African National Congress in Ward 13. The seat was retained by the party with 56.26% of the 2 652 votes cast. Voter turnout was 49.85%.
• Philangenkosi Robert Jobe of the African National Congress in Ward 14. The seat was retained by the party with 55.46% of the 1 988 votes cast. Voter turnout was 50.84%.
• Jabulani Matthew Ntombela of the Inkatha Freedom Party in Ward 15. The party won the seat with 45.96% of the 4 345 votes cast. Voter turnout was 54.09%. This ward was previously represented by the African National Congress.
• Muziwenkosi Zwilenkosi Shobede of the Inkatha Freedom Party in Ward 16. The seat was retained by the party with 51.49% of the 2 660 votes cast. Voter turnout was 55.77%.
• Mbongiseni Prichard Ndlovu of the Inkatha Freedom Party in Ward 17. The seat was retained by the party with 49.31% of the 3 997 votes cast. Voter turnout was 53.74%.
• Sithembiso Mgexo Khumalo of the Inkatha Freedom Party in Ward 18. The seat was retained by the party with 56.31% of the 2 696 votes cast. Voter turnout was 54.90%.
• Musawenkosi Qhina Mkwanazi of the Inkatha Freedom Party in Ward 19. The seat was retained by the party with 61.78% of the 2 612 votes cast. Voter turnout was 54.59%.
The Proportional Representation (PR) element of the Mtubabuta municipal elections saw a shift in representation with the African National Congress retaining six PR seats, the Inkatha Freedom Party increased its PR seats from six to eight while the National Freedom Party reduced its PR seats from seven to two. The African Independent Congress, Democratic Alliance and Economic Freedom Fighters each received one PR seat (all previously unrepresented).
The new councillors in the remaining two wards contested in KwaZulu-Natal both represent the African National Congress. They are:
• Zamambo Prisca Mkhize in Ward 9 in the Ingwe [Creighton] Municipality – KZN431. The seat was retained by the party with 74.00% of the 1 889 votes cast. Voter turnout was 41.35%.
• Thembinkosi Ernest Tenza in Ward 2 in the Ubuhlebezwe [Ixopo] Municipality – KZN434. The seat was retained by the party with 94.18% of the 3 335 votes cast. Voter turnout was 25.91%.
Limpopo:
One by-election took place in Limpopo. Themba Jackson Ngwatla of the African National Congress is the new councillor in Ward 18 in the Greater Tubatse [Burgersfort/Ohrigstad/Eastern Tubatse] Municipality – LIM475. The seat was retained by the party with 42.43% of the 1 514 votes cast. Voter turnout was 31.98%.
North West:
The by-election in North West was uncontested. Maleseso Vivian Lee of the African National Congress was the only candidate in Ward 4 in the Mamusa [Schweizer-Reneke] Municipality – NW393. No voting took place. The seat was retained by the party.
Western Cape:
Two by-elections took place in the Western Cape. The new councillors are:
• Andile Joseph Shibili of the African National Congress in Ward 2 in the Langeberg [Robertson] Municipality – WC026. The seat was retained by the party with 51.45% of the 4 415 votes cast. Voter turnout was 59.18%.
• Leslie Patrick Orson Wagenaar of the Democratic Alliance in Ward 7 in the Oudtshoorn [Oudtshoorn] Municipality – WC045. The seat was retained by the party with 79.71% of the 1 878 votes cast. Voter turnout was 46.27%.
