Fiona Rowley-Withey is the Deputy Chief Electoral Officer: Corporate Services. She is a Chartered Accountant who joined the Electoral Commission (IEC) in mid-2012 as Chief Financial Officer. Under her leadership, the IEC has secured unqualified audits, and she has implemented a number of financial process enhancements and training initiatives that resulted in a clean audit for the 2012/13 financial year. Before joining the IEC she was contracted to PricewaterhouseCoopers as Senior Management Consultant, and for whom she worked in various capacities for nearly 20 years. Rowley-Withey is a member of the South African Institute of Chartered Accountants.
Human Resources, Skills Development & Training and Support Services
The unit deals with all human resource matters such as recruitment, skills development and capacity building at the national and provincial offices.
The unit coordinates all budgets, administers all financial transactions and facilitate internal and external audits. It is also in charge of procurement processes, including the Commission’s online auction and bidding system, called eProcurement.
The unit provides legal advice to the Commission on various electoral matters, including objections resulting from elections.
Information Communications Technology
The IT unit is responsible for the provision and management of all IT infrastructure including the services pertaining to Geographic Information Systems (GIS) as well as the development and maintenance of all electoral and financial applications (SAP and eProcurement).
