Candidates contesting Municipal By-Elections on 18 September 2019

Ten (10) municipal ward by-elections will take place in five (5) provinces namely the Eastern Cape, KwaZulu-Natal, North West, Northern Cape and the Western Cape on Wednesday, 18 September 2019.

The by-elections will be contested by forty (40) candidates from twelve (12) political parties, and three (3) independent candidates.  

The details of the by-elections are as follows:

In the Eastern Cape:

• Ward 19 in Buffalo City Municipality – BUF will be contested by four (4) candidates, namely Rodwell Cecil Fredericks from the African Christian Democratic Party (ACDP), Cedric Brian Pringle from the African National Congress (ANC), Johannes Dick Green from the Democratic Alliance (DA), and Buntu Stevens Sityo from the Economic Freedom Fighters (EFF).

The ward was previously represented by the DA and became vacant as a result of the death of the councillor.  The voter turnout for this ward in the 2016 Municipal Elections was 58.60% and the DA candidate won the ward with 73.67% of valid votes.

• Ward 15 in Encgobo Municipality – EC137 will be contested by three (3) candidates and one independent, namely Solethu Mtsali.  The candidates are Thembinkosi Ngxangani from the ANC, Nonceba Xhinti from the EFF, and Nandipha Rashula from the United Democratic Movement (UDM).

The ward was previously represented by the ANC and became vacant as a result of the councillor’s death. The voter turnout for this ward in the 2016 Municipal Elections was 50.84% and the ANC candidate won the ward with 80.64% of valid votes. Note that the voting stations in this ward will close earlier and will be open from 7 am to 7 pm.

• Ward 29 in King Sabata Dalindyebo Municipality – EC157 will be contested by three (3) candidates, namely Mlawuli Marasha from the ANC, Nonceba Ngeni from the EFF, and James Dlamini from the UDM.

The ward was previously represented by the ANC and became vacant as a result of the councilor being sentenced to prison.  The voter turnout for this ward in the 2016 Municipal Elections was 46.73% and the ANC candidate won the ward with 47.45% of valid votes.

• Ward 20 in Nelson Mandela Bay Municipality – NMA will be contested by six (6) candidates and one (1) independent Herald Mfundo Ngcelwane.  The candidates are MC Claren Mandilake Njamela from the ACDP, Mzimkulu Morris Ngabase from the ANC, Nandipa Qongqo from the DA, Akhona Yaze from the EFF, Sandile Patrick Kayana from the Socialist Revolutionary Workers Party (SRWP), and Vukile Dlakavu from the UDM. 

The ward was previously represented by the ANC and became vacant as a result of the termination of councillor’s membership from the party.  The voter turnout for this ward in the 2016 Municipal Elections was 56.01% and the ANC candidate won the ward with 72.24% of valid votes.

In KwaZulu-Natal: 

• Ward 18 in Msunduzi Municipality – KZN255 will be contested by two (2) candidates, namely Mabhungu Moses Mkhize from the ANC, and Alex Zandiswa Mabaso from the EFF. 

The ward was previously represented by the ANC and became vacant as a result of the death of the councillor. The voter turnout for this ward in the 2016 Municipal Elections was 69.33% and the ANC candidate won the ward with 76.51% of valid votes.

• Ward 10 in uBuhlebezwe Municipality – KZN434 will be contested by three (3) candidates, namely Nkosinathi Conrad Ngcongo from the ANC, Nobuhle Mzizi from the EFF and Ayanda Abednigo Miya from the Inkatha Freedom Party (IFP).

The ward was previously represented by the ANC and became vacant as a result of the councillor’s resignation.  The voter turnout for this ward in the 2016 Municipal Elections was 61.88% and the ANC candidate won the ward with 90.38% of valid votes.

In the North West:

• Ward 2 in JB Marks Municipality – NW405 will be contested by four (4) candidates, namely Mollelwa Elizabeth Radebe from the ANC, Christian Hattingh from the DA, James Khumalo Phawe from the EFF, and Everhardus Johannes Jacobus Laing from the Vryheidsfront Plus (FF+).

The ward was previously represented by the DA and became vacant as a result of the councillor’s resignation.  The voter turnout for this ward in the 2016 Municipal Elections was 64.81% and the DA candidate won the ward with 57.87% of valid votes.

In the Northern Cape:

• Ward 1 in Ga-Segonyana Municipality – NC452 will be contested by four (4) candidates and one (1) independent Maria Elizabeth Kotze.  The candidates are Esmeralda Deelman from the ANC, Abraham Willem Petrus van der Westhuizen from the DA, Magapanyane Andrew Segano from the EFF, and William James Markram of the FF+.

The ward was previously represented by the DA and became vacant as a result of the councillor’s resignation.  The voter turnout for this ward in the 2016 Municipal Elections was 60.00% and the DA candidate won the ward with 74.50% of valid votes.

In the Western Cape:

• Ward 3 in Cederberg Municipality – WC012 will be contested by five (5) candidates.  Shaun Conradie of the ACDP, Maxwell Heins from the ANC, Katrina Magdalena White from the Alliance of Democratic Congress, George David Amon from the DA, and David Swart from the EFF.

The ward was previously represented by the DA and became vacant as a result of the resignation of the councillor. The voter turnout for this ward in the 2016 Municipal Elections was 60.84% and the DA candidate won the ward with 56.57% of valid votes.

• Ward 14 in Saldanha Bay Municipality – WC014 will be contested by six (6) candidates, namely Stefanus Timotheus Vries from the ANC, Jacobus Andries Coetzee from the Cape Party (CP), Wilhem Joriaas America from the DA, Mzwamadoda Lennox Bixa from the EFF, Marthinus Petrus Bester from the Konserwatiewe Party, and Jacobus Albertus Jesse Kotze from the Saldanha Bay Residents Alliance.

The ward was previously represented by the DA and became vacant as a result of the death of the councillor.  The voter turnout for this ward in the 2016 Municipal Elections was 73.95% and the DA candidate won the ward with 84.32% of valid votes.
