Justice Moseneke Inquiry on Free and Fair Local Government Elections during COVID

The Electoral Commission has appointed former Deputy Chief Justice Dikgang Moseneke to lead a process to evaluate the impact of Covid-19 on conditions conducive for the holding of free and fair elections on 27 October 2021. The Inquiry is in line with Section 14(4) of the Electoral Commission Act (51 of 1996) which provides for the Commission, should it deem necessary, to publish a report on the likelihood or otherwise that it will be able to ensure that any pending elections will be free and fair. The final report is expected to be handed to the Electoral Commission in July 2021, before proclamation of the elections by the Minister of CoGTA.

The Inquiry into Ensuring Free and Fair Local Government Elections During COVID-19 is inviting the public to provide their views on whether the Electoral Commission will be able to ensure that the forthcoming general local government elections are free and fair in view of (i) the challenges posed by the COVID‑19 pandemic, and (ii) the measures promulgated by the government to curb the continued spread of the pandemic.
