The Electoral Commission (IEC) said in Pretoria that the African National Congress won 24 of the 29 seats in the municipal ward by-elections which took place on Wednesday, 25 August 2010. Of the remaining seats, four (4) went to the Democratic Alliance and one to an independent candidate.
Voter turnout varied between 21.67% and 73.77% with an average of 38.17%.
Five wards were uncontested. The new councillors all represent the African National Congress. They are:
- Mziwanele Ndinisa in Ward 22, Mbhashe [Idutywa] Municipality – EC121 in the Eastern Cape;
- Timothy Madikane in Ward 25, Mnquma [Butterworth] – EC122 in the Eastern Cape;
- Jeffrey Hlapa in Ward 9, Molemole [Dendron/Dikgale] Municipality – LIM353 in Limpopo;
- Lancelot Nhlanhla Magagula in Ward 4, Govan Mbeki [Highveld Ridge] Municipality – MP307 in Mpumalanga; and
- Rapule Alexander Matsepe in Ward 7, Matlosana [Klerksdorp] Municipality – NW403 in North West.
Of the remaining 24 contested by-elections, 13 took place in the Eastern Cape; two in Gauteng; one in KwaZulu-Natal; two in Limpopo; one in Mpumalanga; two in the Northern Cape; and three in the Western Cape.
In the Eastern Cape, the new councillors in the Mbhashe [Idutywa] Municipality – EC121 all represent the African National Congress. They are:
- Nozibele Tswila in Ward 3
- Maligasi Khwakhwi in Ward 8
- Bongile Jamnda in Ward 9
- Mninawa Peter in Ward 10
- Xoliswa Oscariner Willie in Ward 13
- Qundekane Nozwi in Ward 18
- Qawuse Xozumthi in Ward 19
- Mantimfana Joe Savu in Ward 20
- Mbuyiseli Mapungu in Ward 23
In Mnquma [Butterworth] Municipality – EC122, the new councillors represent the African National Congress. They are:
- Zolani Ntobongwana in Ward 9
- Mhlangabezi Victor Nomadwayi in Ward 15
- Zinzile Gade in Ward 18
- Jackson Mgcineni in Ward 23
In Gauteng, two by-elections took place. Both new councillors represent the Democratic Alliance. They are:
- Lorraine Groenewald in Ward 5, Emfuleni [Vereeniging] Municipality – GT421;
- Matthys Johannes de Beer in Ward 18, Merafong City [Carletonville] Municipality – GT484.
One by-election took place in KwaZulu-Natal. Sitembiso Desmond Nkuna, an independent candidate, is the new councillor in Ward 4, uMngeni [Howick] Municipality – KZN222.
In Limpopo, two of the three by-elections scheduled took place, both of which were won by the African National Congress. The third by-election was uncontested. The new councillors are:
- Mkhacani Thomas Moyo in Ward 6, Thulamela [Thohoyandou] Municipality – LIM343;
- Motlishi Moses Kgweedi in Ward 14, Lepele-Nkumpi [Lebowakgomo] Municipality – LIM355.
In Mpumalanga, one of the two by-elections scheduled took place. The second one was uncontested.
- Joseph Penny Mahlangu of the African National Congress is the new councillor in Ward 10 in Thembisile [KwaMhlanga] Municipality – MP315.
In North West, only one by-election was scheduled and the ward was uncontested.
Two by-elections took place in the Northern Cape. Both new councillors represent the African National Congress:
- Jacobus Jood in Ward 4, Emthanjeni [De Aar] Municipality – NC073;
- Mary Elizabeth Bitterbos in Ward 3, Renosterberg [Phillipstown] Municipality – NC075.
In the Western Cape, three by-elections took place. The new councillors are:
- Suzette Ann van Schalkwyk of the Democratic Alliance in Ward 49, City of Cape Town [Cape Town] Municipality – CPT;
- Aldridge Rodger Frazenburg of the Democratic Alliance in Ward 1, Stellenbosch [Stellenbosch] Municipality – WC024.
- Rasheed Adams of the African National Congress in Ward 5, Cape Agulhas [Bredasdorp] Municipality – WC033.
